Dashboard graphs should start at 0, or have a user configurable start point.

Currently the graphs on the Dashboard, and in Reports themselves, decide what the start point of the graph should be. In cases like below it can cause a bar with an apparent height of 0 actually represent a non-zero amount.
The graphs should either all start at 0, or should have a user configurable start point that defaults to 0.
