As a service company, we keep track of employees hours even if they are salaried. If they work more than the minimum required, we keep track of that with an accrual and pay them out at the end of the quarter.
For legal reasons, we can not require them to make up the time if the accrual is in the negative.
When an accrual is hovered over, it gives more detail. One of the lines is

-4 hours currently accrued for quarterly bonus award
removes any ambiguity and there is no confusion that we are forcing them to make it up.
